सागर /-तहसील सागर थाना सिटी कोतवाली क्षेत्र में हुये द्धिपक्षीय विवाद के दृष्टिगत थाना क्षेत्र कोतवाली अंतर्गत जन सामान्य की सुविधा को देखते हुये शांति एवं कानून व्यवस्था के आशय से अग्नि एवं प्राण घातक हथियारों को लेकर चलने, किसी भी वर्ग द्वारा ध्वनि विस्तारक यंत्रों का उपयोग करने, जुलूस निकालने, सामूहिक रूप से ज्ञापन प्रस्तुत करने, टेन्ट सामयाना लगाने, व्यक्ति समूह एवं आम सभाओं पर प्रतिबंध लगाया जाना आवश्यक है।
अतः उक्त के रोकथाम हेतु भा.ना.सु.सं. 2023 की धारा-163 अंतर्गत प्रदत्त शक्तियों का उपयोग करते हुए कलेक्टर श्री संदीप जी.आर. एवं जिला दण्डाधिकारी सागर ने स्थान थाना कोतवाली तहसील व जिला सागर क्षेत्रान्तर्गत निम्नानुसार प्रतिबंधात्मक आदेश जारी किया।
आदेश के मुख्य बिंदु
1. उक्त क्षेत्र के आसपास हड़ताल, धरना, जुलूस निकालना एवं ध्वनि विस्तारक यंत्र का प्रयोग प्रतिबंधित रहेगा।
2. कार्यपालिक मजिस्ट्रेट, पुलिस अधिकारी तथा ड्यूटी पर उपस्थित लोक सेवकों के अतिरिक्त, कोई अन्य व्यक्ति बंदूक, विस्फोटक सामग्री, किसी प्रकार का आग्नेय शस्त्र तथा प्राण घातक तथा धारदार हथियार लेकर नहीं घूमेगा एवं आग्नेय शस्त्र का उपयोग प्रतिबंधात्मक रहेगा।
3. अपाहिज तथा वृद्ध के अतिरिक्त कोई भी व्यक्ति सार्वजनिक स्थान पर लाठी/डन्डे लेकर नही घूमेगा।
4. थाना कोतवाली के क्षेत्रान्तर्गत कोई भी व्यक्ति अथवा व्यक्तियों का समूह कोई ऐसे कार्य नहीं करेगा अथवा भाषण आदि नहीं देगा जिससे विभिन्न जातियो तथा धार्मिक भावनाओं / कार्यों या भाषाओं समुदायों के बीच विद्यमान मतभेदो में वृद्धि हो या घृणा की भावना उत्पन्न हो या तनाव पैदा हो।
5. प्रतिबंधित क्षेत्र में किसी भी प्रकार के विलेख प्रदर्शन, जुलूस धरना, हड़ताल तथा किसी भी धरना प्रदर्शन आदि के प्रयोजन के लिए टेन्ट शामियाना तथा ध्वनि विस्तारक यंत्र के प्रयोग के लिये नगर दण्डाधिकारी सागर की अनुमति आवश्यक होगी।
6. प्रतिबंधित क्षेत्र में 05 से अधिक व्यक्ति बिना पूर्व अनुमति के निषिद्ध होंगे। विशेष परिस्थितियों में जिला मजिस्ट्रेट से पूर्व अनुमति प्राप्त कर शिथिलता प्राप्त की जा सकेगी।
7. चूँकि शांति एवं कानून व्यवस्था बनाये रखने हेतु संबंधितो को आदेश पारित किये जाने के पूर्व सुनवाई का अवसर दिया जाना संभव नहीं है। अतः यह आदेश एकपक्षीय पारित किया जाता है।
आदेश तत्काल प्रभाव से आगामी दिनांक तक की अवधि के लिये प्रभावशील रहेगा। आदेश की प्रति सर्व संबंधितों को पालनार्थ एवं सूचनार्थ प्रेषित हो एवं आम जनता की जानकारी के लिए कलेक्टोरेट, जिला पंचायत, नगर पालिक निगम, नगर दण्डाधिकारी सागर कार्यालय के नोटिस बोर्ड पर चस्पा किया जावे।
